Position Summary RAND Europe is a not-for-profit public-policy research organisation that aims to bring evidence to bear on some of the important policy problems facing society today. Through independent and objective analysis our research teams help to improve policy and decision making. Our mission is to achieve impact and ultimately change lives for the better. RAND Europe is part of the wider RAND Corporation, one of the leading independent research organisations in the world. RAND Europe works across a range of areas from health to defence from our offices in Cambridge and Brussels. We are ambitious. Our vision is to be the European policy research partner of choice for those who serve the public good. As such, we work across Europe and with a variety of funders. These funders are mainly public sector bodies (e.g. government ministries/departments, research councils, and agencies) but we have seen a significant increase in funding from the private sector and large foundations. Overall, the demand for our services is growing significantly and we have expandedto meet that demand. We have also launched a fundraising campaign to give us the ability to tackle complex policy problems that our traditional sources of funding may not support. Given polarisation in our societies and what we label as ‘truthdecay’ we believe that more than ever the work of RAND Europe is critical. We are currently seeking an Interim Head of Finance to join us on a 12 month Maternity cover contract starting June 2022 to support the President in the leadership of RAND Europe, most significantly including providing strategic and financial guidance to ensure financial reliance and that business objectives are met. Key Responsibilities Overall financial management of RAND Europe, operating as a UK Community Interest Company (CIC), a Belgian international not-for-profit association (AISBL) and a UK Charity (Charity)Support the President to deliver business and strategic objectives, particularly with respect to net revenue, net contribution and performance managementManage the Finance Team to ensure high quality deliverables in all aspects of financial, management and project accountingManage the Legal team to providelegal and commercial advice to the organisation, including contracts, legislation and intellectual propertyOversee the running of the Programme Support Office to ensure the smooth running of the company’s research proposals and projectsDelegated business signatory for all contracts and grantsOversee governance of proposal and project processes within the business to ensure consistency and quality in all projects, and makes determinations on exceptionsSupport the President in the development and delivery of the RAND Europe Business Plan / Mid-year Outlook (reforecast)Responsible for corporate reporting and management information, including reporting to RAND US and external statutory reportsResponsible for cash flow, which includes prediction of future financial trends to maximise company liquidityEnsure compliance with all audits, accounting, charity and reporting requirementsProvide continuous review and development of controls and procedures to safeguard the organisationPerformance manages, mentors and develops the Finance, Legal and Programme Support Office TeamsComplies with all company policies and RAND Europe Management SystemsAttend the office a minimum of 2 days a weekAd hoc duties as required Skills, Qualifications and Experience Essential All aspects of financial and management accounting, budgeting and forecastingInternal and external reportingTaxation & AuditsLeadership and financial management in a professional services environmentCommercial experienceAbility to direct and manage multi-functional teamsWorked as part of a leadership teamConsolidated multi-currency financial accountingReporting on grants and large-scale European research projectsMultiple business system experience, including implementation of new systemsAdvanced ExcelExcellent communication skills, both written and verbal Desirable Professional Services ExperienceExperience of commercial contractsCharity or Not for Profit experience Qualifications Qualified Accountant Benefits – 8% Employer contribution pension
