Provides management information system user support to City employees; identifies and resolves problems to restore service to user in a timely and efficient manner; designs new or modifies existing configurations to meet users’ needs; ensures that computer and telephone equipment and operations are in compliance with applicable policies, procedures, and rules.
Troubleshoots end-user problems; responds to initial on-site requests for assistance and resolves problems; escalates problem to vendors or other personnel as appropriate; ensures continual operations of customers’ software applications; utilizes diagnostic tools and other resources as appropriate.
Develops and conducts training programs for software/hardware users; writes and/or revises clear/concise user training manuals and lesson plans; presents information in a manner easily understood by both experienced and inexperienced users; selects training times/locations based on users’ needs; provides clear and informative responses to questions asked during training; researches questions which cannot be answered during training; conducts one-on-one training sessions as needed.
Installs and maintains personal computer hardware/software and telephone systems; assures availability and proper operation of products for installation; schedules installations; converts old system data to new system; tests installed products per agency standards; completes installations and conversions in timely manner and with minimal disruption to customer; provides initial training to customers on new products as needed.
Supports network system access; sets up accounting for new employees and closes accounts when no longer necessary; increases account capacity when existing blocks are insufficient for work requirements; establishes port connections for new equipment to network as needed; sets up print queues and resolves network problems per established guidelines; limits user access to specific areas according to user needs.
Performs daily operations and administration of the City’s information systems; performs system back up and maintenance; establishes access levels and maintains system security; researches, implements and maintains network software; maintains internet connections and email systems for departments.
Maintains, repairs, and installs computer, network, telephone and related equipment, complying with applicable policies, procedures, and rules; conducts site survey and workflow analysis to better utilize departmental resources; works with
users to plan appropriate locations for computer, network, and telephone equipment; determines facility modifications necessary to appropriately locate equipment; prepares user site plans for installations; submits requests for necessary facility modifications such as those relative to cable routing, electrical outlets, cooling, and special requirements.
Administers and supports a variety of computer programs and networks; researches computer systems, software, and technology security issues; develops solutions for security breaches; makes recommendations to Manager, Information Systems.
Assists in developing and implementing departmental budget: monitors expenditures to ensure compliance with approved budget; assists in providing budgetary input for technology expenditures for other City departments.
Runs a variety of reports from system programs to include status reports on systems projects, as well as ad hoc reports; attends variety of staff meetings, vendor demonstrations, seminars and training classes to provide and obtain information on systems’ activities and developments.
Receives various forms, reports, correspondence, logs, graphs, budget reports, technical support documentation, publications, policies, procedures, Internet websites, manuals, catalogs, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate.
Communicates with supervisor, City officials, employees, other departments, vendors, service providers, system users, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, resolve problems, or give/receive advice/direction.
Maintains an awareness of new applications, technologies, technical methods, trends, and advances in the profession: reviews professional publications, technical manuals, and web sites to increase knowledge of computer operations; attends conferences, workshops, and training sessions as appropriate.
Ensures compliance with all applicable laws, rules, regulations, standards, policies, and procedures: ensures adherence to established safety procedures; monitors work environment and use of safety equipment to ensure safety of employees and other individuals; initiates any actions necessary to correct deviations or violations.
Operates personal computers, laptop computers, network systems, servers, printers, cabling tools, computer repair and testing tools, general office equipment, or other equipment as necessary to complete essential functions, to include the use of word processing, spreadsheet, database, email, Internet, operating systems, or other programs; maintains familiarity with various applications utilized by City departments in order to troubleshoot hardware/software problems.
Vocational/Technical degree with training emphasis in computer science, electronics, and computer programming; two (2) years of experience in computer repair and maintenance, programming, and networking; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
