Job DescriptionProvide general direction, guidance, data analysis or administrative support to ensure the implementation and maintenance to operations and programmatic functions. These functions will typically be in direct or indirect support of a specific facility (or facilities), location or functional area. Support areas may include, but are not limited to radiological, operations, semi-technical, administrative or maintenance areas and issues.

The HPI/CONOPS Program Support position will:
Assist in monitoring and evaluating human performance and human behavior issues.

Provide general direction and administrative support for Human Performance Improvement (HPI) initiative associated with Conduct of Operations Programs functions.

Be responsible for supporting development of initiatives, training, and procedures that promote and support the implementation and improvement of human performance knowledge and skills.

Support routine HPI and Conduct of Operations meetings, conferences and webinars.

Assist in periodic assessments of human performance improvement efforts effectiveness.

Perform analysis of identified human performance issues for trends, appropriate corrective actions, and “lessons learned” to ensure that a continuous improvement process is established.

Be familiar with DOE Order 422.1, Conduct of Operations, and the ideas and principles of HPI as outlined by DOE-HDBK-10288-2009 (Vol 1 and 2)

Perform facility or area walkdowns, procedures reviews, inspections or evaluations to ensure the safe and efficient operation of the facility. Review new and revised procedures for quality and content. Perform or assist in performing periodic reviews and assessments to ensure facility systems are operating properly and are being maintained within required limits. Perform various administrative or program functions in conjunction with or in support of operational program compliance, cost and budget, planning and scheduling, training, projects or special projects or related areas. Interface with other groups within the facilities, departments and site in support of this effort. Review facility work packages and related work control processes in support of operations, maintenance and project work evolutions associated with the daily operations of the areas or facilities. Review lockout/tagout plans that ensure specific instructions for the isolation, containment or deenergization of various mechanical, electrical, chemical energy systems or radiological sources according to established procedures, Site guidelines and DOE orders. Provide routine feedback to the designated Operations Manager, Shift Operations Manager, or other management in functional and programmatic areas that support facility or area operations. Review the functions of construction, operations, work control, maintenance, projects and other facility support personnel in facility operations and maintenance activities. Provide semi-technical assistance as required, in support of operational activities including facility system assessments, equipment maintenance and functional testing. Document corrective actions for identified systems and equipment deficiencies and failures. Review new and revised technical and operations procedures, bulletins and required reading to operators and other relevant operations support personnel. Conduct training for operations Conduct of Operations and Human Performance Improvement personnel and critique performance. Review training and qualification status of assigned personnel to ensure personnel are qualified to perform assignments and have completed all training requirements in a timely manner.

$58,776 – $80,364

Note:
Salary offers are commensurate with candidate’s experience and applicable education in comparison to incumbents.

Basic Education Qualifications

High School Diploma, GED, or other equivalent State Credential

Preferred Qualifications

Working knowledge of Site work control procedures and work practices and procedures for maintenance, operations and project related area. Understanding of work hazards, safety practices, operating configuration and lockout/hold point identification.
Working knowledge of general or specific safety, environmental, regulatory, safeguards, security, emergency preparedness programs, policies, practices and guidelines.
Specific knowledge requirement will vary according to assignment focus and specific facility (or facilities), location or functional area supported.
