Job Description
The Texas State Alliance has a unique opportunity for a Statewide Youth Development Director to be responsible for the organization, delivery, and quality of the YMCA Youth and Government program and other identified programs to Y members, program participants, and communities across the state of Texas.

This position is responsible for leading regular business operations, volunteer development, strategic planning, fundraising, staff training and development (either in-person or virtually), program development and marketing, curriculum development, program evaluation, community outreach, data collection, special events, financial planning and maintenance of budget, and all other duties as assigned.

Specifically, this position is responsible for the development, management, supervision, and coordination of Youth and Government program operations: including, but not limited to, District and State Conferences, Conference on National Affairs (CONA), National Judicial Conference (NJC), and Youth Governor’s Conference. The State Director will work cooperatively with the Advisory Council, local YMCAs & related branches, local middle & high schools, community organizations, state, local & national officials, and educational organizations to administer and provide well-rounded leadership programs for Texas youth. This position works independently, under general direction, and is expected to determine how to accomplish tasks.

Under the guidance of the Alliance leadership, the Statewide Youth Development Director is responsible for the organization, delivery, and quality of YMCA program(s) to members, program participants, and the community. All programs must support the core character values of the YMCA while focusing on Youth Development, Healthy Living, and Social Responsibility.

The Statewide Youth Development Director is responsible for the leadership and supervision of Youth and Government program and other statewide initiatives and programs.

This position works remotely (based out of your home) but will require travel to Austin and other YMCA’s across Texas.

Qualifications
You have demonstrated success in significantly growing programs. More specifically, you have a track record of success with large and geographically expansive iniatives You possess a can-do attitude with the ability to think creatively, overcome obstacles, and perform exceptionally in a variety of environments.

Education & Experience:
You have a Bachelor’s degree from four-year college or university in recreation management, physical education, education, child development, or related field required.
You have at least eight (8) years of professional experience including experience hiring and coaching employees, creating and implementing programs, and budget oversight.

You possess a proven ability to manage projects and coordinate events in conjunction with other staff members, departments and volunteers in order to achieve long and short-range goals of the Association.

Essential Functions
Strategic Leadership & Management (75%)

PROGRAM & COMMUNICATION
Provide leadership and guidance for all program initiatives.
Provide vision, leadership, direction, motivation and support to Y staff and volunteers throughout the state of Texas
On-site and active leadership and management of all programs, events, and meetings
Ensure completion of all necessary administrative duties and logistical arrangements for all programs, events, and meetings
Develop, produce, and distribute materials to market the programs to schools, volunteers, and funders
Measure the effectiveness of programs using quantitative and qualitative data and create plans of action based on evaluations/suggestions
Maintain regular contact with advisors, teachers, local YMCAs, and community leaders for effective program administration
Regular communication to the Alliance leadership on the status of conference and program, including areas of concern

RISK MANAGEMENT:
Ensure proper supervision of all program participants.
Ensure safety procedures are followed and incident/accident reports are filed in a timely manner.
Work with the compliance department to create risk management procedures for program administration and staff.
Ensure waivers and appropriate risk management paperwork is complete for all participants.
Develop and implement safety procedures for all programs and events.
Recruit and train mentors, volunteers, and program staff for specific programs.

VOLUNTEERS
Build a dynamic, engaged, and active volunteer base through successful recruitment, involvement, and recognition.
Coordinate the recruitment, training, motivation, and supervision of all program volunteers.
Assist with the development of strategy to engage program alumni.
Assist with the development, execution of, and reporting on the YG strategic plan.

BUDGET & FUNDRAISING
Develop and manage the annual operating budget for Youth and Government and all other programs as assigned.
Meet and/or exceed revenue & expense targets in all program activities to maintain a balanced budget.
Lead fundraising efforts, including grant applications, to supplement the Youth and Government program budget.
Negotiate and develop contracts to meet YMCA Youth and Government program needs.

RELATIONSHIPS & TRAINING
Develop meaningful peer relationships with other YMCA Youth and Government professionals
Work with leadership team and District Directors to develop growth strategies for YG programs
Participate and represent the Texas State Youth and Government program in local, state, national and international meetings, trainings, and events (inperson or virtually)
Maintain and enhance relationships with government officials and leadership staff
Hire and supervise full and part-time staff as needed and authorized
Work collaboratively with the Texas State Alliance to support statewide advocacy work, including Advocacy Days; preparing talking points or other advocacy materials during Texas legislative sessions; support the building of relationships with lawmakers and key decision-makers at the state level, and other supportive duties as assigned.

OTHER
Provide direction and leadership to the Alliance leaders on information technology issues, such as website design, association surveys, database software, etc
Implement strategies statewide that increase inclusive programming
Promote and incorporate the YMCA five core values and TEKS standards into curriculum and program implementation
Assist in special projects and activities as required by supervisor
Act as a full time, exempt staff person of the Texas State Alliance and complete all other duties as assigned

Performance Achievement & Results (25%)

Responsible for hiring, coaching, and managing all direct reports and ensuring alignment with association people practices for all positions within their organizational structure
Conducts Cycle Check-ins and the Annual Check-In with direct reports to ensure progress with OKRs, provide ongoing coaching and feedback, and discuss development opportunities
Responsible for successful Strategic Plan metrics, and Objectives and Key Results (OKRs)
Implement a goal-based leadership approach (OKR methodology) and ensures the development department is actively working towards supporting organizational level objectives and key results

Other duties as assigned
Represent the YMCA locally, regionally, and nationally, both inside and outside the organization.
Expand learning and personal skill development through participation in local and national events and career development training
